Thanks for the clarification, Jordynn - as Henry just pointed out, we may have been confusing the Research Grant categories with the Doctoral Fellowship categories.
Anyway, for what's it's worth, I would suggest not #1 because I think there may be more tendency for reviewers to say "well, this isn't really literature or fine arts". #3 includes such a diversity of disciplines that there may be more openess. However, as others have suggested, perhaps #4 (Education) would be worth considering.
If it's any consolation, you are by no means the only one who has struggled to try to figure which category is most suitable to rhetoricians!
