Cooper and Odell's newer book _Evaluating Writing: The role of Teachers'
Knowledge about Text, Learning and Culture_
Walvoord and Anderson _Effective Grading_
These may be a little more focused on working with the actual students
than larger program issues that you're looking for, but I'm not sure
where you want to start.
