Greg,

No, it's not just with me but have heard it from several people who have
handicapped license plates on their cars.  I am a caretaker and have
*never* in my entire life of driving had a ticket.  Not bad since I've
been driving since the age of 16 and am in my 40s now.

We've had a couple of accidents over here with people with handicapped
plates and I think the police just wants to be a little cautious.
