if i were in this situation
i wouldn't rely on any advice but professional and a specialist one at that
since the otc and prescription meds used so far have done nothing
especially since it sounds severe

what does the primary care person say
about the prescription that has no benefit?

she is still your daughter is she not?
do the social services people have any input?
is it possible that the seeming 'denial' expressed by the foster mother
is a self-defence mechanism, triggered by feelings of guilt or inadequacy?
irregardless, your daughter's health is the issue here
not 'who gets to play doctor'
