It is true that there are many wrong things in Brazil but for the sake of the
truth in this case this is used only by the lobby of the american steel (and some
others) industry as one of the excuses to tax heavily one of the main export
product from here and forget the cry for "free" commerce when the case are for
american exportation of goods and products.First thing the coal produced deposits
in Brazil are rich in sulfur and bad for use in the steel industry. So the good
coal used in this case is mostly imported from other countries that have coal
mines deposits of good quality to make steel.
