I am not trying to start a flame war but:

OOC(out of curiosity) who made that great conclusion.
The chemical company who sells it???

So what would be the calculation if human was a child?  50 lbs and ate
toxic cooked fish over the period of 10 years?

Since rotenone kills fish how does one guarantee that EVERY fish caught will
ONLY contain 100ppb of rotenone????

IMHO if this was not tested on humans( came from data of humans that had
consumed this toxic fish over a period of time), to come to that conclusion,
there is little or no validity in the calculations, just a vague assumption
of validity.
