Jo Ann, It was a subtle attempt at humor. GWB-DUI used the word RESIGNATE in place of the word RESONATE in a recent speech. He also seems to be confused on whether or not Soc. Sec. is a federal program. I can't see him dealing with any world leader on an intellectual level.
