What Dr. Romero was referring to was a "peer-reviewed" journal
listing the results of a scientific study.  For example, a review of a
series of operations and the results of same.  The author of such an
article submits his/her research to a peer-reviewed journal; and the
article is not published until the editorial board (composed of peers in
the same field as the author) has reviewed the work and decided that it
was done properly and in a non-prejudiced manner.  Thus, anything
which has been published in a "peer-reviewed journal", has been
accepted as being scientifically sound.

"Peer-review" used in this way does not refer to the abilities of
individual doctors.  That is much harder to determine.
