After a five-year battle, i have now received an official letter, from the Portland Legal Counsel, deciding that in my case, due to PD-related poverty and expenses, the City of Portland, Maine 1) CEASES to require me to pay any property tax, 2) retro-actively to 1998, removes all liens, 3) and will no longer bill me, unless my income changes substantially in relationship to expenses.
