It seems that John Cottingham wrote the following:  "Under
the new list charter, this will be frowned upon. While you
can do whatever you wish, if you do so in violation of the
list charter, your posts may be reviewed before release by
the listserv."

If this is indeed John's message, it would be helpful if
he - and the list owner - clarified this.

What is this new list charter?

Who is writing it?

Will there be a draft/proposal, for list-members' comments?

Who will be reviewing posts?

Could review lead to rejection of a post, or even to
silencing or de-listing of a member?
