SENATOR SPECTER ANNOUNCES REASONS FOR RETAINING CHAIRMANSHIP OF THE
APPROPRIATIONS LABOR, HHS AND EDUCATION SUBCOMMITTEE

Senator Specter has authorized the following statement:

"I have decided to retain the Chairmanship of the Appropriations
Subcommittee on Labor, Health and Human Services and Education for the following
reasons:

1.  Continuity is important to double the NIH appropriation over a five year
period; and continuity is essential to liberate medical researchers from any
restrictions on the use of discarded embryos to produce stem cells and
discarded fetal tissue which are key to curing Parkinson's, Alzheimer's,
spinal cord injuries, heart disease and, perhaps cancer and other diseases.

2.  Key funding decisions will be made by the Subcommittee on implementing
President Bush's educational proposals, and in maintaining programs for
workers' safety."
