Perhaps checking with the local fire dept. would be a place to start?  In
our small Ohio city they have stickers to apply to the window of the room
where a small child or handicapped person who needs help can be
found--usually the bedroom, I expect.   That lets the firefighters know
they should look for someone needing special help.

It IS a scary thing, for sure--we are lucky that in the retirement
community where we now live we have a built-in security system, that calls
the fire dept. automatically---- and of course here are 2 of us, which
makes a world of difference, if one at least is mobile.

Why not raise these questions with NPF, APDA, PDF-- ask if they have ever
tackled the issue?  And of course it isn't only PWPs who are at risk, but
anyone who has limited mobility or cognition, and is alone most of the
time..
