Not quite Joao, it is now only not approved in the USA as Canada first
approved such use in 1999.

"June 9, 1999: Minister of Health announces clinical trials program, and
procedure for exempting from criminal prosecution individuals who
successfully apply to Health Canada for access to medicinal marijuana"

So for nearly two years now medical cannabis, has been approved for medical
use. Canadain farmers can apply  to grow it legally in Canada.
