                  Subcommittee Passes Labor, HHS, Education Spending
Bill

                “The bill is balanced and bipartisan, providing
sufficient funding to address
                the President’s education reform priorities, while
meeting the many pressing
                needs of the health of all Americans.  We have also made
efforts to
                strengthen our nation’s defenses in the area of
bioterrorism.  The safety of
                our people is of utmost importance, and we have made it a
high priority in the
                bill,” said Subcommittee Chairman Ralph Regula (R-OH)

                Bill Funding:
                FY01 Bill:  $111.9 billion
                FY02 Budget Request:  $116.3 billion
                FY02 Chairman’s Mark:  $123.1 billion

               The bill’s funding level reduces the rate of growth in
Labor, HHS and
                Education spending from 15% in FY2001 to 10% in FY2002
....

                  Medical Research and Health Programs

                  Continues our commitment to the National Institutes of
Health by
                   providing the President’s request of $23 billion, $2.5
billion more than
                   last year. "

[MY COMMENT: In comparison, PAN 's legislative agenda called for a "16.5
% increase in the NIH budget from last year- or 3.4 billion dollars,
which would provide enough for the "continuation of funding for the NIH's
Parkinson's 5 Year Research Agenda - which is 143.5 million dollars." ]


            " Bioterrorism preparedness at the Centers for Disease
Control and
                   Prevention, the National Institutes of Health, and the
Office of
                   Emergency Preparedness is funded at $393 million, $100
million over
                   last year’s level.

                  Overall funding for the Centers for Disease Control is
$4.1 billion, $200
                   million above last year and $380 million above the
request.

                  Increases the Ryan White Aids program $112 million over
the
                   President's request and FY01, total FY02 funding is
$1.9 billion.

                    Provides $102 million for abstinence education
programs, an increase
                   of $22 million over FY01 and $10 million over the
budget request.

                   Provides a 6% increase to the Social Security
Administration to
                   improve service delivery of Social Security benefits.

                    The Maternal and Child Health Block Grant is funded
$740 million, $30
                   million above the President’s request and $25 million
more than last
                   year’s level.

                   The Substance Abuse Block Grant is funded at $1.725
billion, the same
                   as the President’s request and $60 million more than
last year.

                  The Child Care and Development Block Grant is funded at
the
                   President’s request of $2.2 billion, $200 million more
than last year.

                  The Mental Health Block Grant is funded at $440
million, $20 million
                   more than the President’s request and last year’s
levels. "


 This is not the final HHS appropriations  bill. I believe the full
Appropriations Commiittee, then the House must approve it. The bill must
then be reconciled with the Senate version. So changes are still
possible, although  according to most reports, it is unlikely that
anything of a controversial nature will be brought up right now.
