Vicodin and Ultram are in approximately the same category when it
comes to addiction potential.

Osteoporosis is generally not associated with a great deal of pain
(unless fractures occur), but the arthritis can be painful.  You
reported that Vioxx did not work, but other drugs are available which
might help.  Celebrex?  Others?

A rheumatologist is the proper specialist to manage this problem.
You may need a "second opinion".
