No.  Scarlet fever is caused by a bacterium, streptococcus; the same
kind that causes "strep throat".  It can cause other complications,
such as rheumatic fever and Bright's disease, a serious kidney
condition, but it has not been implicated as a cause of Parkinson's
disease.
