i am equally, if not more, concerned with investigation of the
'deposit-ors', not just the 'deposit-ees'

Minister Biaudet wants rapid processing of damage claims from Rinne patients

Friday 14.6.2002 - Finland's minister for Social Services, Eva Biaudet
(Swed. People's Party) wants the claims for compensation from patients
involved in the medical research of Professor Urpo
Rinne to be processed more quickly than usual.

Hundreds of patients with Parkinson's Disease could be eligible for
compensation after taking part in medical experiments conducted by Rinne,
which experts say were seriously flawed.

The processing of insurance claims for medical malpractice usually takes an
average of nine months, and in difficult cases the time can extend to two
years or more.

"If it looks like the claims of Rinne's patients would take as long a time,
we must see how the processing could be expedited", Biaudet said, adding
that the case has drawn attention to a number of serious inadequacies in
Finnish health care.

"It seems that it is not possible even for a researcher who enjoys
considerable respect to work on the basis of trust alone. Apparently it
never occurred to anybody during decades that there might be any reason to
question Rinne's actions."

One consequence of the case has been that greater scrutiny is being imposed
on the money granted to fund medical research: grants can no longer be
deposited in the researchers' personal bank accounts.

Nearly 700 patients suffering from Parkinson's Disease were involved in
Rinne's research, and an outside investigator believes that at least 44
suffered harm either from delays in getting the treatment started, or
because of the lack of proper medication.

The patients affected have been sent instructions on how to apply for
compensation. The actual number of malpractice victims could be much
higher, but finding them is difficult because of the inadequacies of
Rinne's records.
