Updates on cloning bills reported today - Brownback's cloning amendment to anti-terrorism bill voted down,  but he will try again on other bills.

HEADLINE: Human Cloning Ban Sidetracked; Senate Vote Deals Amendment Second Setback in a Week

"... Advocates of legislation to ban all forms of human cloning suffered their second setback in a week yesterday as the Senate blocked an effort to add an anti-cloning amendment to legislation dealing with insurance against terrorism.

    Voting 65 to 31, the Senate barred consideration of amendments unrelated to the insurance measure, effectively shelving a proposal by Sen. Sam Brownback (R-Kan.) to add a provision barring issuance of patents for cloned human beings or the technology to produce them..."

"...Brownback said after the vote that he intends to keep trying to amend other legislation with his bill or pieces of it. He said he may start by trying to amend the defense bill for next year that is scheduled for Senate action over the next 10 days.

    But Assistant Minority Leader Don Nickles (R-Okla.) said he believed the defense bill was too important to be delayed by other issues and would try to discourage unrelated amendments. "Most of us would like to stay on [the defense bill] and not get diverted by other issues," Nickles told reporters.

    Sen. Mary Landrieu (D-La.), co-sponsor of Brownback's bill, also said she was more interested in trying to work out a compromise than to keep offering amendments to other bills. "It's going to be hard to put an amendment on anything," Landrieu said.

    Majority Leader Thomas A. Daschle (D-S.D.) said he believed that a rival bill that would allow cloning for research while banning it to produce babies has the support of a majority of senators and is close to having the 60 votes that are needed to force action."
