Hi all,
Looks like Brownback's attempt to tack on an anti-cloning  amendment to
an unrelated terrorism insurance bill has been thwarted, for today at
least.

   "The Senate on Tuesday blocked Republicans from adding controversial
amendments like an anti-cloning bill to legislation that would help allay
costs
of insurance coverage against future terror attacks.

   Senators voted 65-31 to limit debate on the terrorism insurance bill,
a
maneuver that forbids introduction of unrelated amendments and forces a
quicker
vote.

   The move knocks out an amendment filed by Sen. Sam Brownback, R-Kan.,
that
would have banned issuance of patents for cloning technology. The
amendment will
not be allowed because it is unrelated to the terrorism bill.

   Controversial amendments would make it unlikely that the bill would
make it
out of the Senate, said Sen. Christopher Dodd, D-Conn.

   "If this amendment did stick to this legislation, it would be gone by
the
time it reached the back door," said Sen. Harry Reid, D-Nev.

   Senate Majority Leader Tom Daschle, D-S.D., warned senators if they
did not
limit debate, he would drop the terrorism insurance bill and move on to
defense
bill.

   "For those who think there might be another day for terrorism
insurance, I
fear that there may not be," Dodd said...."
