Properly used (and monitored by a psychiatrist), it is an effective treatment for depression. In other conditions, such as bipolar disorder (manic-depression) it can be dangerous. Gingko is an "alternative medicine" which is not scientifically proved to be helpful or harmful. I would hesitate to mix it with a prescription drug like Paxil.
