A smaller number of messages does not necessarily reflect negatively on the
value of the list.  In my observation, some of the times we have had the
largest number of messages, many (sometimes most) of them were off subject
and were often related to controversies not related to the purpose of the
list.  It has been a few months since we have had that problem.
