One of the threads on the politics of the US government has been the competence of the President and the extent to which he causes decisions to be made by virtue of his leadership. Dr. Fink argues that the decisions are made by congress, this is true, but it ignores the strong influence of the President. For instance there are strong differences between a "liberal" president and Pres. Bush. So even though he does not make the actual decision the final result is often as if he had made it. Therefore even if he does not do the voting on banning of all cloning it is nearly as if he did. Competence: People have made statements on competence. In the past there have been suggestions that Pres. Bush does not understand the details of the various aspects of human cloning. The incomplete understanding of cloning maybe a real stumbling block, not only with Pres. Bush but also with others in the government (congress). An example from another technical area in the State of the Union message was the discussion on Hydrogen powered cars. Hydrogen can reduce pollution as he stated, but it is a serious misconception to think that it will solve the energy problem in the US. To advocate something which is impossible on physical grounds is wrong or worse incompetent. (The rule which is violated is conservation of energy). Also it would be very beneficial to use the money to be spent on Hydrogen and use it to research a cure. K. F.
