I doubt that it would be Wisconsin, that being a quite progressive state in
general.  Kansas is possible, but I would rather suspect one of the southern
states.

There are many archaic laws still "on the books" in many states (some states
prohibited one from taking a bath on any day except Saturday and there are
others which still do not allow certain products to be sold on Sundays); but
these laws (often called "Blue Laws") are simply no longer enforced.

The United States, as you may know, was a "puritan culture" in its early days,
and some of these laws have hung around until now.
