House Appropriations Subcommittee Approves FY 2005 Labor-HHS Budget,
Including New Funding for NIH, CDC

 The House Appropriations Subcommittee on Labor, HHS and Related Agencies
on Thursday voted 18-0 to approve a $492.3 billion fiscal year 2005
appropriations bill for HHS and the Labor and Education departments,
despite concerns that from some Democrats and researchers that the
legislation would not provide adequate funds for NIH and education
programs for children with disabilities, CQ Today reports.

The bill would increase discretionary spending for the departments by
2.2% over FY 2004 to $142.5 billion, $202 million more than the amount
requested by President Bush.  The legislation also would provide $349.8
billion in mandatory spending for federal entitlement programs such as
Medicaid.  In addition, the bill would provide a $1 billion increase in
spending for special education grants to states.

Under the legislation, CDC would receive $4.2 billion, a $138 million
decrease from FY 2004 but $15 million more than the amount requested by
Bush.  NIH would receive $28.5 billion, the amount requested by Bush and
a $727 million increase from FY 2004.  According to the Federation of
American Societies for Experimental Biology, the "minute" increase in
funds for NIH that the legislation would provide remains "well below the
cost of inflation."  The full House Appropriations Committee will
consider the bill next week (Swindell, CQ Today, 7/8).
