I am familiar with the process of applying for grants. The hyping you
describe has no influence on the process of obtaining grant money. It is an
arduous process of describing the expected results from the proposed
research and then competing with other proposals in the same field. The
proposals are peer reviewed. This process works most of the time but there
is occasionally "Golden Fleece" which is not an ethical issue, however (for
those old enough the phrase was coined by Senator Proxmire describing
perceived abuses).
