Maryse, there are many countries out there that have wonderful manufacturing
facilities that have equal or greater quality control than US facilities.  I
don't think there is a question about that.

The USA is one of the largest if not the largest market for expensive drugs
in the world.  It is because of this large and vulnerable market that many
unscrupulous nations and individuals would make the US the primary target
for fraud if regulations were not in place to control them.  Unfortunately
many undeveloped nations already are victims of drug fraud.  Those nations
don't have the controls required to eliminate this threat.

Sometimes nations do take drastic steps to insure the safety of their food
supplies as well as their drugs.  Most nations in Europe have very stringent
regulations regarding food importation from other nations.

Canada has long been a wonderful neighbor to the US and we have great trade
relations but it is reasonable to have regulations regarding trade.  Some
trade regulations do involve the safety of our food and drugs.  We recently
had our first outbreak of mad cow disease in the US it was traced back to
beef imported from Canada.  It was an unfortunate incident but never the
less reinforces the validity of trade regulations.  It incidentally has
cause a spike in the price of beef which we still see an effect from.

President Bush justifiably protects safety of the citizens of the US.  I am
certain he is not so concerned with the quality of the Canadian manufactured
drugs or the reimported drugs but rather the tracking and documentation of
the sources of the drugs.  The US needs to be assured of the quality and the
source of the drugs imported from Canada just as we should have been more
vigilant of the feed stocks used to feed the tainted beef imported from
Canada.  Again I say this with all respect for our Canadian allies.  The
incident was a mistake but we should work harder to avoid others.
