Dear Ray,
I wanted to send this directly to you but didn't have your email address.  I just wanted you to have
the correct information for Texas.  There were 14 bills (11 good and 3 bad) that were brought up in
Texas this past session.  They were all brought up at one time and none of them ever got out of
committee.  Gov. Perry let it be known that he didn't want a bill supporting hESCR to come across
his desk because he would have to veto it.  The following page was prepared by Texans for the
Advancement for Medical Research.

BILLS AFFECTING STEM CELL RESEARCH

Pro Research Bills:
HB 1929         by Rep. Beverly Woolley, Houston
SB 1733         by Sen. Eliot Shapleigh, El Paso
Both prohibit reproductive cloning, both protect all forms of stem cell research including SCNT;
both establish an Advisory Committee on research for development of regenerative or reparative
medicine (TAMR supports both)

HB 2948         by Rep. David Swinford, Amarillo
Prohibits human reproductive cloning; protects stem cell research including SCNT, sets guidelines
for research and procurement of oocytes; prohibits in-vitro fertilization (IVF) infertility practice
and SCNT in the same laboratory (TAMR supports)

SB 128  by Sen. Eliot Shapleigh, El Paso
Prohibits reproductive cloning, protects all forms of stem cell research including SCNT
(TAMR supports)

SB 1164         by Sen. Judith Zaffirini, Laredo
Prohibits reproductive cloning, protects all research for regenerative and reparative therapies,
including SCNT, at institutions of higher education (TAMR supports)

SB 1530         by Sen. Judith Zaffirini, Laredo
        Establishes a research planning committee mandated to develop and adopt a statewide
        Strategic8 plan for the support and promotion of technology research in Texas that is
comparable
        in quantity and quality to that conducted or funded in other states (TAMR supports)

Research Funding Bills:
SB 1041         by Sen. Kyle Janek, Houston
HB 2269         by Rep. Beverly Woolley
Both authorize the issuance of revenue bonds by the UT System for an adult stem cell research center
at the Texas Medical Center (TAMR supports both)

HB 3076         by Rep. Elliot Naishtat, Austin
HJR 96  by Rep. Elliot Naishtat, Austin
Establishes a stem cell research program to make grants and loans for stem cell research, for
research facilities, and for other research; requires constitutional amendment (accompanied by HJR96
because constitutional amendment is required)  (TAMR supports both)

HB 2469         by Rep. Senfronia Thompson, Houston
Establishes a Texas Institute for Regenerative Medicine for funding stem cell research; establishes
a Stem Cell Research Account; protects research using human embryonic stem cells, human embryonic
germ cells, and human adult stem cells, including cells from SCNT; requires infertility patient
options for unused fertilized eggs (TAMR supports)

Anti Research Bills:
HB 864  by Rep. Phil King, Weatherford
        Prohibits reproductive cloning and human embryonic stem cell research using SCNT (TAMR
opposes)

SB 943  by Sen. Ken Armbrister, Victoria
Prohibits reproductive cloning and human embryonic stem cell research using SCNT; protects human
embryonic stem cell research using excess IVF fertilized eggs that would otherwise be discarded
(TAMR opposes)

Anti Funding Bills:
HB 2081         by Rep. Ken Paxton, McKinney
Prohibits use of state money for any human embryonic stem cell research, including SCNT and with
excess IVF fertilized eggs that would otherwise be discarded (TAMR opposes)
