Wendy -- You've started a whole research project here! Has anybody answered for the University of Waterloo? I have a document from 1978 that talks about the English Language Proficiency Program as consisting of "a two-part diagnostic test in basic language skills" and "a Writing Clinic that provides individual instruction." The Writing Clinic (it may now be known as a W. Centre) trains students to take that test. Waterloo made the news recently because it re-imposed that test on all entering students.
