Make recommendations and investigate the financial benefit to the state o The second is an ethics oversight Council to ensure adherence to ethical and safety concerns and guidelines laid out by the federal government. · The bill specifically outlines which embryonic stem cells that can be used. Only embryonic stem cells that would otherwise be discarded after the in-vitro fertilization procedure. · All embryonic stem cells must be donated, and the Department of Health will be responsible for maintaining a consent form accessible to every person for the donation of said embryos. · The bill specifically bans the human reproductive cloning. · The bill provides a penalty for such cloning as a 2nd degree felony · The bill does not allow for the sale or purchase of embryos or for the sale or purchase of fetal embryonic tissue.
