In doing research in Latin America, the type of institutions that were thriving in the tertiary sector was quite revealing - to me.  The public sector organization continues and flourishes with UNAM as the flagship for Mexico, as was the University of Costa Rica for that country, but a "complimentary/competing" series of private sector institutions had been founded.  ITESM and ULatina are the primary "best case" scenarios for this approach to providing the human capital to the national/international market.  There were also many diploma mills that come and go, some with international pretensions, others with international connections.  Shades of Bordieu, sceptres of Marx and me barely able to spell Gramschi.  

  Canada:  I would suggest that Pheonix may never seek certification, as its formula provides an American degree to a wide audience who may not wish a Canadian degree - all other features being equal.  In my own instant case there is a parallel of some sort.  I will teach my bit of the Lambton College [Sarnia, Ontario] curriculum in China this fall.  It is for a private university in China.  The students receive a Lambton Diploma - if they graduate.  With this in hand they may complete a fourth year at MUN for a Canadian degree or at Northwood College, Michigan [unabashedly private-sector] for a US degree.  There are also options to come to Canada/USA sooner.  I know of other colleagues who are going to the middle-East where similar college and university partnerships are in place [NL is big on this.], as well as, high school graduation diplomas as per the BC and NB system.  These latter attempt to entice Chinese students into the Canadian system as undergrads.  So....... 
 it is happening and the FDU is but the tip of the iceberg, the underpinnings for which are being sown by the NB & BC governments, as much as any other source.  [Strong claim: so, so evidence:  Elements of the provincial governement support a partnership with Chinese private schools and ...... leaves it with a nice conspiracy theory tinge].
