Have sent the following to Chief of Police, but was either unable to locate
or unable to access other email addresses.

Police and the Disabled
 
It was appalling to learn how Officer Aaron Kline and an unnamed Ohio
Highway Patrol officer allegedly treated Ashland resident Bob Kendall who
has Parkinson's Disease, assuming him to be drunk, resistant and lying,
handcuffing him because of his tremors, mocking, tackling and verbally
abusing him.
 
His abuse in 2006 by Officer Huckleberry suggests the department is not
adequately trained to recognize and appropriately deal with such people.
Ignoring the problem seems not to be new.
 
I strongly recommend to Chief Miracle and the Ohio Highway Patrol that
serious inservice training is needed.  It is clearly not only a matter of
ignorance and rudeness that puts these agencies, Ashland, and the state of
Ohio in a vulnerable situation subject to being sued for abuse and
mistreatment. Do they also taser people?
 
Failure to talk with Mr. Kendall, hear the problem, apologize and take
corrective action is inexcusable.  If administrators cannot handle such
situations, they should be replaced.  Otherwise it reflects badly on all
residents.
