This is simply outrageous!!   It reminds me of right-wing radical Rush 
Limbaugh's mocking of MJFox' dyskinesia on his show, although in his case it 
was only words. This is so typical of the Republican/Right's world view.  I 
am so angry.  I'm also angry at my redneck relatives who also promote  this 
kind of abuse by their ignorance.

On Wednesday August 27, 2008 an act of brutal force and lack of compassion 
for the disable was committed by Officer Aaron Kline of the Ashland Police 
Department and an unknown Ohio Highway Patrolman





Ashland resident Bob Kendall was out for his early morning walk. Mr. Kendall 
chooses to walk in the early morning hours due to the fact he has been 
harassed, insulted and made fun of because he has Parkinson’s Disease. 
Unfortunately he did not take into account that the very person who is 
supposed to protect the citizens of Ashland would become the bully.





Mr. Kendall was waiting at the corner of Dorchester and Sandusky to cross 
when he notices an Ohio Highway Patrol car. Due to the Parkinson’s Mr. 
Kendall waved the Patrolman to go through, knowing it would take longer for 
him to cross the street.


The patrolmen instead turn off his lights and got out the car. At this point 
officer Kline came up behind Mr. Kendall and jumped out of his car and asked 
Mr. Kendall if he knew where he was. Mr. Kendall thought he said where have 
been. Mr. Kendall replied the Circle K.





The two officers smirked and said “Yea Right” Indicating to Mr. Kendall they 
did not believe him. Officer Kline asked Mr. Kendall “how much have you had 
to drink?” Mr. Kendall replied “I do not drink” At this point Mr. Kendall’s 
tremors where noticeable due the stress of the20situation. Officer Kline 
demanded that Mr. Kendall quit moving. Mr. Kendall told Officer Kline that 
he could not because he has Parkinson’s disease.





Officer Kline asked Mr. Kendall “You can’t quit moving?” Mr. Kendall said 
no. Officer Kline told Mr. Kendall put your hands behind your back. Which 
Mr. Kendall replied for what? Officer Kline said “Because you can’t quit 
moving”.





Officer Kline and the highway patrolman then tackled Mr. Kendall and 
handcuffed him. Mr. Kendall became outraged and demanded that Kline’s 
supervisor be called. Kline called for backup and then the supervisor. 
Backup arrived and one of the officers recognized Mr. Kendall and removed 
the handcuffs while trying to calm Mr. Kendall down.





Mr. Kendall demanded that charges be filed against the officers. He was told 
that the acting supervisor could not do that and for Mr. Kendall to come 
down to the station in the morning. Mr. Kendall went down to speak with 
Chief Miracle and was told he was not available but he could talk to the 
Captain. Mr. Kendall tried to explain to the Captain what had happen to him. 
The Captains advice was maybe if you wear one of those shiny medical 
bracelets this would not happen.





This is not the first time Mr. Kendall has been accused of being a drunk by 
an Ashland Police Officer. Bob and his wife Jodie were visiting her Mother 
in September of
 2005 and decided to look at a house for sale close by. Bob walked from Main 
Street over to Brookside when he was approached by Officer Lay, who told him 
to get out of the park and asked Mr. Kendall what he was drinking.





Jodie received an email from Councilmen Wertz stating he had spoken with 
former Mayor Stine about the behavior of Officer Huckleberry on August 3, 
2006 . Officer Huckleberry detained Mr. Kendall stating that he had been on 
the force since 1971 and it was his job to pick up “drunks” and that there 
was something more than Parkinson’s wrong with Mr. Kendall. He then told Mr. 
Kendall “You can walk home I am following you, If you fall, you are mine and 
I will arrest you.”





It disturbs me that with Michael J Fox and Muhammad Ali two well known 
individuals with Parkinson’s, their most prominent symptom is shaking that a 
citizen of any community would automatically be considered intoxicated 
because they have Parkinson’s.





The behavior of these officers is unacceptable and an insult to not only Mr. 
Kendall but the 1.5 million Americans “living” with this disease. Parkinson’s 
is a chronic progressive disease that robs a person of their ability to 
speak and move. It not only affects the patient but the family as well who 
feel powerless and hopeless as they watch us struggle to do the simplest 
task. Things that we took for gr
anted tying our shoes, opening a jar or cutting our food are now struggles.





Mr. Kendall also has epilepsy, diabetes and high blood pressure. He is 
trying to follow doctor’s orders on exercising. Where does Chief Miracle and 
his officers recommend Mr. Kendall walk, in another town? Is there a problem 
with disable people living in Ashland?





I am asking that this incident be thoroughly investigated and that Officer 
Kline be suspended without pay until this matter has been resolved. Thank 
you for your time and consideration of my request.





If you are outrage at this I put it on the Ashland Topix forum. Please let 
Ashland Police know we are not going to allow them to treat people like this 
and they think its ok and can not even say Im sorry.
