Please add my name to the list.  I will encourage friends, family and

The following is the text of my comment:


Dear sirs: 

I have Parkinson's disease, the symptoms are with me every day. 

I am a board certified Ophthalmologist who is no longer able to make my
healing expertise available to the public.  I have dedicated my life to the
medical and surgical treatment of blinding disorders.  Unfortunately, my
Parkinson's disease has robbed me of my hard won surgical skills and
experience. The disease will surely continue to worsen to the point where I
become disabled and a burden upon society as well as my family.   

Of course I look forward to the day when a cure or a rehabilitation method
is found.  If not for me, then perhaps for the increasing number of
Americans who are yet to be afflicted with this illness.

I support the position of the California Institute for Regenerative Medicine
(CIRM) to improve the new federal stem cell research funding guidelines.
Those guidelines are summarized as follows:

1.  Recognize hESC lines derived in accordance with core principles for
ethical
responsibility. These core principles include:
.   Requiring rigorous independent oversight.
.   Ensuring voluntary and informed donor consent.
.   Requiring no undue inducements.
2.  Avoid disqualifying ethically responsible hESC lines or research
projects through
the retroactive application of detailed technical requirements.
3.  Verification of adherence to regulations and guidelines requiring
ethically
responsible donation which can be established by:
.   For hESC lines derived in the U.S., approval by an Institutional
Review
Board (IRB).
.   For hESC lines derived outside the U.S., verification by an IRB that
procurement was consistent with the core principles of ethical
responsibility.
4.  Explicitly permit the continued use of the established Pre-2001 hESC
lines that
meet Common Rule requirements on donor consent.
5.  Allow the use of hESC lines derived from eligible blastocysts already
deposited in
tissue banks prior to the publication of the NIH guidelines provided there
was
IRB approval and oversight.
6.  Permit the use of hESC lines derived through parthenogenesis provided
they meet
core standards for ethical responsibility. 

Restrictions on this type of research funding will only delay the cure not
only of Parkinson's disease, also for diabetes, Alzheimer's, spinal cord
injuries and other dreaded medical conditions.

We owe it to the people of this country (and the world) to make every effort
to find a cure for these diseases; to do otherwise would be unconscionable.
