I never said that health care was mentioned anywhere in the constitution; 
neither are interstate highways, aviation regulations, welfare, the FDIC, 
Social Security, Medicare, until 1913 the direct election of senators, 1920 
the right of women to vote, Amendment 19, the FDA, citizenship of former 
slaves Amendment 14 ( used in late 19th century to give rights to 
corporations considered as persons), the Sherman Anti-trust Act, the right 
of 18 year olds to vote Amendment 26, etc. etc.

What I tried to point out is that the constitution sets general guidelines; 
each generation fills in the specifics.

Read the preamble again.
