Charlie The purposes of the constitution are contained in the Preamble which states that: "We the people of the United States, in order to form a more perfect union, ESTABLISH JUSTICE, insure domestic tranquility, provide for the common defense, PROMOTE THE GENERAL WELFARE, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this constitution for the United States of America." The original document counted slaves as 3/5 a person and women could not vote. Thank goodness the founders gave us general guidelines and the ability to adapt to the times with this document. For those of us who believe that universal health care is a right, not a privilege of the rich, it is long overdue and in keeping with the principles of government stated above.
