Fulfilling the principles on this list would seem to require a government 
plan.  These are things private insurance companies don't provide and I 
doubt that they will.  I don't think tort reform and making private 
insurance "competitive" across states lines will do it as private companies 
want to make gigantic profits and we are not about to tell them they cannot. 
I don’t think health care should be dependent on profits.
