The data on which this assumption is based is not sufficiently detailed to arrive at definitive answers.

The first item that springs to mind is that due to the lower life expectancy of black races, then they do not live long enough to develop PD, given that it is mostly people over 60 eho contract it.

The next point is that of poorer people not being accurately diagnosed with PD, due to their under-representation at doctors' surgeries due to cost.

The above is by no means an exhaustive examination of the various factors governing the epidemiology of PD. But you can see that one can't take bare facts for granted when comparing racial groups as to the inicdence or prevalence of PD.
