The radio tuning issue has nothing to do with your PD, though I am surprised 
that it happens on "all" radios you touch.  Does it happen on FM stations? 
Do you get crackling or noise when other electrical items are turned on or 
off?  Do any of your inside lights dim or get brighter unexpectedly?  Do you 
ever experience a small electrical shock when you touch any electrical 
equipment (already plugged in)?  Most newer radios use the house wiring as 
the antenna.  If this tuning issue (and perhaps some other minor electrical 
issues like the ones I mentioned) occur regularly, I would suggest 
contacting an electrician to check that your home electrical system is 
properly and effectively grounded.  If not, there is potential for lots 
worse to happen.

You have symptoms akin of an android! When last did you have a chest
X-ray? Confirmation would be a square heart...

If that is the case, find out who constructed you and ask them to
retrofit RF suppressors in your power supply unit.
