Another way to deal with mouse issues is to not use it... the mouse, that
is.  Yes, easier said than done, as many web pages are optimized for mouse
use.  But, here are a few tips (in the Windows environment prior to Windows
8):

- Use your Tab button.  On most web pages, you can move around the page by
pushing Tab or Shift-Tab. For example, let's say you are filling out a
registration and need to type in name, address, etc.  If the page is
properly designed, each time you press Tab the cursor will advance to the
next logical location on the screen.  So, if the form on the screen has a
cell for First Name then a cell for Last Name, once you've typed in your
first name you press Tab and the cursor will be placed at the start of the
Last Name cell. No mouse clicks required.  (BTW - Shift-Tab reverses the
direction)

- Don't click on the Login button.  Say you're logging into a secure site:
if the page is well designed, the cursor will initially appear in the Login
Name cell. You type in your login name and then hit Tab - the cursor is now
in the Password cell.  You type your password then press ENTER.  The code
will, in most cases, interpret this keystroke the same as if you clicked on
the Login button.  Again, no clicks required.

- Use keyboard shortcuts.  Every major application that I've used has some
associated keyboard shortcuts.  These are typically combinations of keys
like CTRL-C (copy selection) which is achieved by pressing and holding the
CTRL button before pressing the C button.  For example, CTRL-P is an
(almost) universal shortcut for "Print".  ALT-F4 closes the current
application.  CTRL-S saves the updates to the file you're working on.
Virtually every menu selection has an associated shortcut, some more useful
than others.

One of my "Rules of Computers" is: Make enough dumb mistakes and you WILL
discover something useful.  I've discovered a number of highly useful
shortcuts by just this method.

"fine  motor skills" are nonexistent.

It  should be possible if fiddly to adjust the way the mouse reacts, eg make
it less or more movement-sensitive.
You might also find a bigger mouse easier (or even a smaller one if like me
you have small hands).
