A national conference on public safety, crime prevention and judicial
reform called SafetyNet was held in Hamilton, Ontario, Canada, Sept. 18 -
19, 1994.  Leading proponents of justice reform and victims' rights
assembled to put together draft legislation and public policy to improve
the safety of every Canadian.  The first recommendation from the Parole
Reform Committee is:  THE REPEAL OF SECTION 745 OF THE CRIMINAL CODE.
 
In 1976, CAPITAL PUNISHMENT for convicted murderers was abolished and
Manditory Life (25 Years) imprisonment became the sentence without
eligibility for parole until the convicted murderer had served 25 years of
his sentence.
 
Section 745 is a 'LOOPHOLE' which states that after serving ONLY 15 YEARS,
1st or 2nd degree murderers may apply to the court for a reduction of
number of years of imprisonment without eligibility for parole.
 
Between 500 - 600 murderers have 'right' to apply for a judicial review.
 
The people say:  'LIFE MEANS LIFE' and 25 YEARS = 25 YEARS.
 
The Charter of Rights guarantees life, liberty and security of the person
for all Canadians, not just the offender, therefore, I ask that Parliament
give immediate consideration to the removal of section 745 of the Criminal
Code of Canada, for the protection of its citizens.
 
Please vote for Bill C226 to REPEAL SECTION 745 OF THE CRIMINAL CODE.
