The man you mentioned will help himself greatly by getting a copy of
the Americans with Disabilities Act and the Rehabilitation Act of
1977.  The ADA is available through the Parkinson's Disease
Information Center's Legal Center at the following URL:

The ADA protects the rights of people with disabilities who can
function well enough to fulfill the requirements of their job.
