Marcy, In situations where I cannot write a positive letter of recommendation, I have simply told the student that in all honesty the kind of letter I would write could not be as strongly supportive as the student expects it to be (for several reasons I do not need to mention). It would be to the student's advantage therefore to approach someone who might be able to write a stronger letter of support. As far as I can recall, the student has appreciated my "candour." I have also taken a similar stance when people have asked if they could include me as a reference in their applications for whatever.
