Jim,
 
Got a nice letter from my Congressman, Harold Volkmer, telling me he'd
signed on as a so-sponsor of the Udall bill.  I visited his office in
Washington when we were there in May, and have been in touch several
times since then, so I'd like think I exerted some influence on him, if
only to convince PAN I was worth their investment.  He says the bill is
now in the Commerce Committee, which he is not a member of, but assures
me he will vote for it if it comes out of committee.
 
Nancy Kassebaum, however, seems intransigient in her opposition because
of overhead costs. I don't understand why the bill can't be "fixed"
through committee amendments, unless there are special interest groups at
work here that we're unaware of.  Any thoughts?
 
I agree with you that action is important before Hatfield retires.  He's
been one of our best friends. How to proceed from here?
