I can't speak for other "Internet Service Provider" (ISP) practices, but
the provider i use in my city, "west.net", has phone support
Mondays-Fridays between 9-5 and are expanding to include weekends.
 
Most ISPs are not cut-rate, simply a different way to access the 'Net,
though, with most everything purchassable, it pays to shop around.
