Have his neurologist check for PSP (progressive supranuclear palsy) and if
his neurologist doesn't know how to do this, keep looking until you find one
who does.  It took my mother years and years of being diagnosed with
Parkinsons to finally find out she has psp, which greatly affects the eyes.
 There are a lot of doctors out there who are diagnosing PD instead of PSP.
