The Upton Legislation, already passed, make illegal to designate the receiptant
of an abortion or to profit from the sale or distribution of human fetal tissue.
This effectively disconnects the decision to have an abortion from fetal tissue
research.   How many women have an abortion for science?  One could then argue
that fetal transplants are no different than retina or heart.  One could even
argue it is unethical not to use fetal tissue if it is available to save the
life of an already living person.
