I was searching THOMAS this morning to see if there was any information on the Udall Bill, and came upon the following Bill which was just passed by Congress and seems to me to be "disease specific funding." S96 and H.R. 248 - Sponsored by Rep. Greenwood (introduced 1/4/95) "Amends the Public Health Service Act to authorize the Sec. of Health and Human Services to carry out projects to to reduce the incidence of traumatic brain injury through grants or contracts to public or non profit entities. Authorizes the following activities: (1) the conduct of research into identifying effective strategies for the prevention of traumatic brain injury and (2) the implementation of public information and education programs for the prevention of such injury and for broadening the awareness of the public concerning the public health consequences of such injury. Requires the NIH research program on trauma to include the authority to award grants or contracts to public or non profit entities for the conduct of basic and applied research regarding traumatic brain injury. Authorizes the Secretary to make grants to States for the purpose of carrying out demonstration products to improve access to health and other services regarding traumatic brain injury. Permits the Secretary to make a grant only if the State agrees to establish an advisory board within the appropriate health department or another department of the state. Authorizes appropriations. Directs the Secretary to conduct (1) a study concerning traumatic brain injuries; and (2) a national consensus conference on managing traumatic brain injury and related rehabilitation concerns. Authorizes appropriations."
