My first suggestion would be to try a cordless telephone with a "paging" feature.  Your father could simply carry the phone with him.  If your mother had a problem, she could "page" the phone.  He'd then know if there was something wrong.

Another idea.  Skytel (a paging company) is marketing 2-way pagers.  I don't know the costs, nor if they're available in your area.  They have a web site --
