How well does your father function at this point?   Does he require
assistance with daily living skills, or is he able to walk and pretty
much take care of himself?

If your dad is functional, and your mom feels that she is capable of
learning how to care for the PEG and administer tube feeding, then perhaps
the best (and cheapest) option might be home health care.  Arrangements
could be made (through the hospital social worker) for a nurse to come into
the home to oversee PEG care technique and provide support for  your mom.
