The Udall Bill did not make it to the floor and I don't know who to blame. I worked diligently on the 93 (?) NIH Re-entitlement Act and the two attempted veto overrides. While we lost the veto overrides, we were promised by then VP-Candidate Gore that if the Dems would win, the first act of Bill Clinton would be to sign the enabling documents. As promised, it happened just that way--on the first day of doc signing (and as I recall Anne Udall was present for the signing.) Draw your own conclusions.
